Obama, Cantor join on small biz bill (Politico)

The music of this year's Best Film nominees underscores his point, he says. ?All the film scores are like musical time machines,? says Mr. Bernstein. ?I had picked Viola Davis for ?The Help,' ? he says. But he's not surprised she didn't win, saying that the movie was outside Hollywood's comfort zone this year, despite what he calls its whitewashing of the civil rights era in the Deep South.

The choices of Meryl Streep and French actor Jean Dujardin for the top acting awards are good fits for the mood at the moment, he says. ?In a down economy, people value hard work,? and those films show the performers working really hard, he notes. ?Just look at the sheer athleticism of Dujardin,? says Mr. Burrill. And Streep's obvious skill in her portrayal of former British Prime Minister Margaret Thatcher makes giving her the top honor an easy decision. Those two awards were not handouts to celebrities. ?We live in an era of divides between the 1 [percent] and [the] 99 percent," so ?it really helps that these actors earned their Oscars,? he says.

However, Crystal did gently tweak the Academy by noting that audiences enjoyed watching millionaires give one another gold statuettes.??He borrowed that from Ricky Gervais,? Burrill says, noting that the British comedian specializes in tweaking the Hollywood Foreign Press Association for the self-congratulatory narcissism of the Golden Globe awards.

New measuring techniques can improve efficiency, safety of nanoparticles

ScienceDaily (Feb. 28, 2012) ? Using high-precision microscopy and X-ray scattering techniques, University of Oregon researchers have gained eye-opening insights into the process of applying green chemistry to nanotechnology that results in high yields, improves efficiency and dramatically reduces waste and potential negative exposure to human health or the environment.

University of Oregon chemist James E. Hutchison described his lab's recent efforts to monitor the dynamics of nanoparticles in an invited talk Feb. 28 at the American Physical Society's March Meeting (Feb. 27-March 2) in Boston, Mass. It turns out, Hutchison said, that simply reducing the amount of gold -- the material used in his research -- in the initial stages of the process used to grow nanoparticles allows for better maintenance of the particle size.

That accomplishment, he said, has important implications. The use of lower concentrations of the precursor that forms the nanoparticles virtually eliminates the ability of nanoparticles to aggregate together and thus prevents variations of sizes of the desired end product.

"What we saw while observing the production process with small-angle X-ray scattering (SAXS) was amazing," Hutchison, said in an interview before his lecture. "We realized that it is possible to reduce the concentration of gold and allow the particles to still grow, but shutdown the coalescent, or aggregation, pathway."

He also summarized his lab's use of chemically modified grids (Smart Grids) in transmission electron microscopy to study how nanoparticles are shed from common objects such as silverware and copper jewelry -- findings that were detailed in the journal ACS Nano in October. They studied the transformation of silver nanoparticles coated on Smart Grids as well as the common objects and found that all forms produce smaller silver nanoparticles that could disperse into the environment, especially in humid air, water and light -- and likely have been doing that throughout time without any known health ramifications.

"There may be many beneficial applications to nanotechnology, but they are only beneficial if the net benefits outweigh the deleterious implications for human health and the environment," said Hutchison, who holds the Lokey-Harrington Chair in Chemistry at the University of Oregon.

These new monitoring and measuring techniques, he said, are vital to help understand what modifications are possible in the processes that grow nanoparticles for a desired product. Using green chemistry, he added, can help assure both efficiency and stability of a product, which, in turn, will lower the risk of unwanted environmental or harmful human-health consequences.

"Advancing the safe implementation of nanotechnology is vital to many fields, from electronics to medicine and materials science, in general," said Kimberly Andrews Espy, vice president for research and innovation at the UO. "Professor Hutchison has been a leader in the University of Oregon's efforts to promote green chemistry in this effort, and his work continues to set examples on how best to use it."

Hutchison is co-author of "Green Nanotechnology Challenges and Opportunities," a white paper published by the American Chemical Society's Green Chemistry Institute, and the National Research Council report, "A Research Strategy for Environmental, Health, and Safety Aspects of Engineered Nanomaterials." He also was the founding director of the Safer Nanomaterials and Nanomanufacturing Initiative (SSNI) of the Oregon Nanoscience and Microtechnologies Institute (ONAMI), a state signature research center.

Initial genetic analysis reveals Ice Man, ?tzi, predisposed to cardiovascular disease

ScienceDaily (Feb. 28, 2012) ? In a paper appearing in Nature Communications, researchers report new findings about physiognomy, ethnic origin and predisposition towards illness of the world's oldest glacier mummy.

Roughly 18 months ago, a team of scientists succeeded in decoding the full genome of ?tzi, the mummified Iceman, revealing his entire genetic make-up. Thus the course was set for solving further mysteries surrounding the world's oldest glacier mummy. And now the next milestone has been reached: researchers from the Institute for Mummies and the Iceman at the European Academy of Bolzano/Bozen (EURAC), and from the Institutes for Human Genetics at the University of T?bingen and Saarland University have analysed various aspects of the raw data gained from the DNA sequencing.

?tzi was genetically predisposed to cardiovascular diseases, according to recent studies carried out by the team of scientists working with Albert Zink and Angela Graefen from Bolzano's EURAC Institute for Mummies and the Iceman, Carsten Pusch and Nikolaus Blin from the Institute for Human Genetics at the University of T?bingen, along with Andreas Keller and Eckart Meese from the Institute of Human Genetics at Saarland University. Not only was this genetic predisposition demonstrable in the 5,000-year-old ice mummy, there was also already a symptom in the form of arteriosclerosis, or hardening of the arteries. And yet, in his lifetime, ?tzi was not exposed to the risk factors which we consider today to be the significant triggers of cardiovascular disease. He was not overweight and no stranger to exercise.

"The evidence that such a genetic predisposition already existed in ?tzi's lifetime is of huge interest to us. It indicates that cardiovascular disease is by no means an illness chiefly associated with modern lifestyles. We are now eager to use these data to help us explore further how these diseases developed," says anthropologist Albert Zink with bioinformatics expert Andreas Keller.

Apart from this genetic predisposition, the scientists were able to identify traces of bacteria from the genus Borrelia, which are responsible for causing infections and are transmitted by ticks. Carsten Pusch, who led the genetic investigations in T?bingen, comments: "This is the oldest evidence for borreliosis (Lyme disease) and proof that this infection was already present 5,000 years ago."

One further aspect which particularly interested the scientists was the Iceman's genetic. They found that ?tzi belonged to a particular so-called Y-chromosome haplogroup which is relatively rare in present-day Europe. The findings indicate that ?tzi's ancestors had migrated from the Middle East as agriculture and cattle-breeding became more widespread. Their genetic heritage is most common today in geographically isolated areas and islands such as on Sardinia and Corsica.

The genetic investigations also revealed a wealth of further information facts about the physical appearance of the Iceman: he had brown eyes, brown hair, and suffered from lactose intolerance which meant he could not digest milk products. This finding supports the theory that, despite the increasing spread of agriculture and dairying, lactose intolerance was still common in ?tzi's lifetime. The ability to digest milk throughout adulthood developed steadily over the next millennia alongside the domestication of animals. The full genome sequencing was supported by the National Geographic Society (USA), by Life Technologies (USA) and Comprehensive Biomarker Center (Germany).

As an experienced entrepreneur, if you can?t get through the details of a grant application, then entrepreneurship might not be for you.

There are so many of them, there?s got to be one for your start up. What you need to do now is to find more information in Grants Business. Scientists seek partners for medical isotope process

TORONTO (Reuters) - Several companies are in talks with Canadian scientists on commercializing a new method to produce a crucial medical isotope without using feedstock from a nuclear reactor, one of the lead scientists said on Tuesday.

Researchers at the TRIUMF physics lab in Vancouver, British Columbia, say their method, showcased at the American Association for the Advancement of Science meetings in Vancouver on Monday, would produce technetium-99m without using feedstock molybdenum-99, which is mainly produced at nuclear reactors using enriched uranium.

Technetium-99m is used in medical imaging, particularly to diagnose cardiac problems, and is now usually created from decayed moly-99.

The new method uses cyclotrons, devices already installed in many research hospitals to produce other types of isotopes.

Principal investigator Tom Ruth said companies interested in working with the team include Canada's Nordion Inc, along with Lantheus Medical Imaging Inc, Covidien, GE Healthcare, General Electric Co's healthcare equipment unit, and Cardinal Health Inc.

He would not say what stage discussions were at with any party.

"They would be the ones that would take the technology and maybe they would contract the cyclotrons in a province or across Canada or whatever country, and run it as a business," Ruth said.

Ottawa-based Nordion is one of the world's largest suppliers of molybdenum-99. It processes it at an aging nuclear reactor at Chalk River, Ontario, one of the few reactors in the world that produces commercial quantities of the substance.

Canada closed the facility over safety concerns in fall of 2007 and again from May 2009 to August 2010, causing a worldwide shortage of the isotopes, pushing up prices and encouraging many of Nordion's customers to diversify suppliers. Nordion is still feeling the after-effects of the shutdowns.

The Chalk River reactor has been licensed to operate until 2016, but its future beyond then has not been decided.

Ruth said the shutdowns had inspired the project.

"The government of Canada said, let's find an alternative, because the medical community was up in arms," he said.

Natural Resources Canada funded four projects in a "friendly" competition to find a better way.

The alternative process starts with moly-100, rather than enriched uranium, and uses a cyclotron to turn it into technetium-99m. It's not yet known how much testing Health Canada would require before approving the process.

"From the medical perspective it's identical to what would be coming out of a generator," Ruth said.

At least a dozen Canadian hospitals have cyclotrons, and there are more than 100 in the United States, he said.

One hurdle will be to secure a steady supply of moly-100, a relatively rare isotope of molybdenum. But Ruth said the new process will be commercially viable.

"We feel that with the economic model our price for the technetium would be competitive with what's available now," he said.

Futurity.org ? Military death sentences higher for minorities

MICHIGAN STATE (US) ? Skin color plays a role in deciding whether to execute military criminals, according to new research that finds minorities in the military are twice as likely as whites to be sentenced to death.

The study of military prosecutions in all potentially death-eligible murders from 1984 to 2005 identified 105 death-eligible murder cases and found unprecedented racial discrimination in the administration of the death penalty in the United States military. Death-eligible offenses under military law include premeditated and felony murders.

The racial disparity of minority defendants ?sharply distinguishes the military system from the typical civilian system? at a ?magnitude that is rarely seen in court systems,? according to the study, reported in the Journal of Criminal Law and Criminology.

Case in point: Of the 16 men the military has sentenced to death in the last 27 years, 10 were minorities, says Catherine Grosso, associate professor of law at Michigan State University. And in multiple-victim murders, the disparity was even worse.

By executive order, the military began efforts to reform its capital punishment system in 1984, but this study could mean efforts haven?t worked, Grosso says.

It?s possible the military justice system isn?t as transparent as civilian systems. Whereas decisions of capital punishment fall under close scrutiny in state systems, the decisions of commanders and courts-martial members don?t.

?There are people in the military who care deeply about this issue. But hearing findings like those presented here is never easy,? Grosso says. ?I am optimistic that the military will seek to respond.?

Limiting military capital punishment to the most aggravated and heinous crimes would reduce racial prejudice. Those crimes: murder of a commissioned officer and a premeditated attack on U.S. troops resulting in death. The reform would require an executive order or act of Congress, Grosso says.

?If race is on the table, if it puts a thumb on the scale, that?s injustice,? Grosso says. ?These findings speak for themselves. They reflect how the military criminal justice system is operating, and it can do better.?

Transistor Shrunk Down to Scale of Single Phosphorus Atom

The shift from fragile, bulky vacuum tubes to solid-state transistors paved the way for the information age. And the steady downsizing of transistors has made the devices of the information age ubiquitous, thanks to processors that become smaller, cheaper and faster with each passing year. Now a group of physicists has demonstrated how far that downsizing can proceed by shrinking transistors down to the atomic scale.

In a report published online February 19 in Nature Nanotechnology, researchers in Australia, the U.S. and South Korea announced that they built an operational transistor based on a single phosphorus atom. (Scientific American is part of Nature Publishing Group.)

Transistors are key processor components because they control the flow of electronic signals through a device; they can be used as switches or to amplify those signals. In the new demonstration, the researchers used a phosphorus atom embedded in a silicon crystal as the transistor, mediating the flow of electric charge between two electrodes, each of which was about 10 nanometers from the phosphorus atom. A second set of electrodes, positioned about 50 nanometers on either side of the phosphorus atom, set the state of the transistor. The voltage between those more distant electrodes determined how much current the atomic transistor allowed to pass.

Another group in 2002 reported using single atoms of cobalt as transistors, but those atoms were contained within larger, specially designed molecules. The new approach produces a smaller transistor by placing a lone phosphorus atom onto the silicon wafer using atomic-scale lithography techniques. ?This is the first time anyone has shown control of a single atom in a substrate with this level of precise accuracy,? Michelle Simmons, a University of New South Wales physicist and study co-author, said in a prepared statement.

Patent application hints at Voice Actions for Google TV

Android on your phone can send texts, perform searches, set alarms and execute plenty of other tasks with little more than a simple voice command. Google TV is, for all intents and purposes, just Android blown up to fill your 42-inch TV -- so it would only make sense that Voice Actions might one day come to the Mountain View-branded set top solution. Well, a patent application filed back in September hints that just such a thing is on its way. Rather than require new hardware though, an Android phone would act as an intermediary, passing commands to the Google TV device. An added bonus to being able to ask your TV "when is Seinfeld on?" is that, since the phone is actually passing on the instructions, you can control your set remotely. As an example the filing suggests using GPS to determine when a user is within a quarter mile of their home, then turning on the TV and tuning in to whatever station happens to be airing The Soup Nazi.
