When your earplugs or earmuffs are properly fitted into place they help to cut the level of sound by 15 to 30 decibels. Between the two different types of protection devices, they both have been proven to work just as well at reducing sound.

However, earplugs can give you better hearing protection for lower frequency noises, while earmuffs are better at protecting against any high frequency noises, such as an airplane taking off. For the sounds that are higher frequencies, try to think about the treble keys on a piano. Whereas, lower frequency sounds are more along the lines of the bass keys on the piano.

CHAPEL HILL - The Town of Chapel Hill is expanding of the Chapel Hill WISE (Worthwhile Investments Save Energy) Homes and Buildings Program to single-family rental homes and multifamily buildings. With the expansion even more properties are eligible for incentives up to $1,500 per home or apartment for energy-efficiency improvements. The program also provides incentives for comprehensive property energy assessments, prequalified home performance contractors, and third-party quality assurance for all projects provided by Advanced Energy. The program is still available to single-family owner-occupied homes. The Town of Chapel Hill launched WISE in March 2011 with funds from the Southeast Energy Efficiency Alliance (SEEA) and the U.S. Department of Energy (DOE). To date the program has incentivized 91 residential energy efficiency improvement projects, estimated to save homeowners, on average, 25 percent in energy consumption and $561 per year on their energy costs. The efficiency gains improve the comfort of homes; improve the health of the homes through improved air quality; help property owners reduce their utility costs; and reduce greenhouse gas emissions to improve the health and sustainability of the Chapel Hill community. ?This is a great opportunity for property owners in Chapel Hill,? said Nora Barger, senior consultant at Clean Energy Solutions Inc. and Chapel Hill WISE program manager. ?Now anyone who owns rental property in the Town limits has the opportunity to improve the energy efficiency, reduce the utility costs and ultimately help maintain affordability for tenants.?The program expansion is made possible by the award of additional funds totaling $780,000, from SEEA. Tech titans face off in court over iPhone, iPad

SAN FRANCISCO (AP) ? Two tech titans will square off in federal court Monday in a closely watched trial over control of the U.S. smart phone and computer tablet markets.

Apple Inc. filed a lawsuit against Samsung Electronics Co. last year alleging the world's largest technology company's smartphones and computer tablets are illegal knockoffs of its popular iPhone and iPad products. The Cupertino-based company is demanding $2.5 billion in damages, an award that would dwarf the largest patent-related verdict to date.

Samsung counters that Apple is doing the stealing and that some of the technology at issue ? such as the rounded rectangular designs of smart phones and tablets ? has been industry standards for years.

The U.S. trial is just the latest skirmish between the two over product designs. A similar trial began last week, and the two companies have been fighting in courts in the United Kingdom and Germany. The case is one of some 50 lawsuits among myriad telecommunications companies jockeying for position in the burgeoning $219 billion market for smartphones and computer tablets.

In the United States, U.S. District Judge Lucy Koh in San Jose last month ordered Samsung to pull its Galaxy 10.1 computer tablet from the U.S. market pending the outcome of the trial, though the judge barred Apple attorneys from telling the jurors about the ban.

"That's a pretty strong statement from the judge and shows you what she thinks about some of Apple's claims," said Bryan Love, a Santa Clara University law professor and patent expert. Love said that even though the case will be decided by 10 jurors, the judge has the authority to overrule their decision if she thinks they got it wrong.

"In some sense the big part of the case is not Apple's demands for damages but whether Samsung gets to sell its products," said Mark A. Lemley, a Stanford Law School professor and director of the Stanford Program in Law, Science, and Technology.

Lemley also said a verdict in Apple's favor could send a message to consumers that Android-based products such as Samsung's are in legal jeopardy. A verdict in Samsung's favor, especially if it prevails on its demands that Apple pay its asking price to certain transmission technology it controls, could lead to higher-priced Apple products.

Lemley and other legal observers say it's rare that a patent battle with so much at stake doesn't settle short of a trial. Court-ordered mediation sessions attended by Apple's chief executive Tim Cook and high-ranking Samsung officials failed to resolve the legal squabble, leading to a highly technical trial of mostly expert witnesses opining on patent laws and technology. Cook is not on the witness list and is not expected to testify during what is expected to be a four week-trial.

Lemley, Love and others say it also appears that Apple was motivated to file the lawsuit, at least in part, by its late founder's public avowals that companies using Android to create smartphones and other products were brazenly stealing from Apple. To that end, Samsung's attorneys made an unsuccessful pitch to have the jury hear excerpts from Steve Jobs' authorized biography.

"I will spend my last dying breath if I need to, and I will spend every penny of Apple's $40 billion in the bank, to right this wrong, I'm going to destroy Android, because it's a stolen product," Jobs is quoted as saying in Walter Isaacson's book "Steve Jobs" published in November. "I'm willing to go thermonuclear war on this."

But the judge barred those statements in a ruling earlier this month.

"I really don't think this is a trial about Steve Jobs," Koh said.

In court papers filed last week, each company laid out its legal strategy in so-called "trial briefs."

Apple lawyers argue there is almost no difference between Samsung's products and Apple's and that the South Korean company's internal documents show it copied Apple's iconic designs and its interface.

"Samsung once sold a range of phones and a tablet of its own design," Apple lawyers argue in their documents filed Wednesday. "Now Samsung's mobile devices not only look like Apple's iPhone and iPad, they use Apple's patented software features to interact with the user."

Samsung denies the allegation and counter-charges that Apple copied its iconic iPhone from Sony. Samsung lawyers noted that the company has been developing mobile phones since 1991 and that Apple jumped into the market only in 2007.

"In this lawsuit, Apple seeks to stifle legitimate competition and limit consumer choice to maintain its historically exorbitant profits," Samsung lawyers wrote in their trial brief also filed Wednesday. "Android phones manufactured by Samsung and other companies ? all of which Apple has also serially sued in numerous forums worldwide ? offer consumers a more flexible, open operating system with greater product choices at a variety of price points as an alternative to Apple's single, expensive and closed-system devices."

"Between 2005 and 2010 alone, Samsung invested $35 billion in research and development relating to telecommunications technology, with over 20,000 engineers worldwide dedicated to telecommunications research and development," Samsung's lawyers wrote.

"One thing that is notable is that this trial is happening at all," said Love, the Santa Clara law professor and patent expert. He said that in an industry such as this where so many companies hold so many vital patents needed by all players, lawsuits are viewed as toying with "mutually assured destruction" and that most disputes are solved through "horse trading" and agreements to share intellectual property and royalties.

BOSTON (AP) ? Divers have discovered a World War II-era German submarine nearly 70 years after it sank under withering U.S. attack in waters off Nantucket.

The U-550 was found Monday by a privately funded group organized by New Jersey lawyer Joe Mazraani. It was the second trip in two years to the site by the team, some of whom had been searching for the lost U-boat for two decades.

Using side-scan sonar, the seven-man team located the wreck listing to its side in deep water about 70 miles south of Nantucket.

Sonar operator Garry Kozak said he spotted the 252-foot submarine during the second of an exhausting two days of searching. Kozak said the team asked him if they'd found it, then erupted in joy without a word from him.

"They could see it with the grin (on my face) and the look in my eyes," Kozak said.

On April 16, 1944, the U-550 torpedoed the gasoline tanker SS Pan Pennsylvania, which had lagged behind its protective convoy as it set out with 140,000 barrels of gasoline for Great Britain, according to the U.S. Coast Guard website and research by Mazraani.

The U-boat slipped under the doomed tanker to hide. But one of the tanker's three escorts, the USS Joyce, saw it on sonar and severely damaged it by dropping depth charges.

The Germans, forced to surface, manned their deck guns while another escort vessel, the USS Gandy, returned fire and rammed the U-boat. The third escort, the USS Peterson, then hit the U-boat with two more depth charges. The crew abandoned the submarine, but not before setting off explosions to scuttle it. The submarine hadn't been seen again until Monday.

The U-550 is one of several World War II-era German U-boats that have been discovered off the U.S. coast, but it's the only one that sank in that area, Mazraani said. He said it's been tough to find largely because military positioning of the battle was imprecise, and searchers had only a general idea where the submarine was when it sank. Kozak noted that the site is far offshore and has only limited windows of good weather.

The team towed a side-scan sonar vessel in a mow-the-lawn pattern over the search area and found the U-550 after covering 100 square miles of ocean, between the trip this year and last year, Kozak said.

Just the nose of U-boat was visible on sonar on the first pass, but the team was delirious after the second pass, when the sonar image made it obvious they'd found it, Mazraani said. Quick dives to the wreck to beat bad weather confirmed the find with pictures.

Japan?s once low-profile Self-Defense Forces (SDF), or military, has been at the forefront of the rescue operation after record rainfalls caused flooding that has left some 25 dead and seven more missing. These latest rescue efforts, combined with the SDF's response to last year's devastating earthquake and tsunami, are shining a more?positive light on Japan?s military than it has seen in decades.

Images of torrents of water sweeping away houses and cars recalled memories of last March?s tsunami that took the lives of nearly 20,000 on the northeast coast of Japan?s main island. And as they did after that disaster, the SDF has been rescuing those stranded by the recent raging waters, searching for the missing, and clearing roads, drawing more positive reactions from a citizenry and media formerly wary of praising the military. ?

According to the protocols of Japan?s pacifist Constitution, effectively imposed on the defeated country by the United States after World War II, the SDF had to be officially invited by local authorities to aid in rescue efforts.

After the Kobe earthquake that killed nearly 6,500 people in 1995, it took four days for the SDF to be sent in ? attracting widespread criticism and handing Japan's yakuza mafia a publicity coup by allowing them to be seen delivering food and supplies before the national government.

However, after the March tsunami, then-Prime Minister Naoto Kan quickly dispatched 100,000 troops to the disaster areas. Footage of the SDF?s rescue efforts provided a huge boost to its standing, as well as driving a surge in young people signing up for Japan?s armed forces.

Japan?s relationship with its men and women in uniform has been an uneasy one since the end of the war, and any reminders of the country?s militaristic past are generally avoided whenever possible. The SDF?s recent humanitarian work following natural disasters has gone some way toward breaking that taboo.

The SDF may have another opportunity to gain more kudos before the week is out. According to the Japan Meteorological Agency, typhoon No. 7, a powerful tropical storm, is currently making its way across the Pacific and is predicted to hit Kyushu on Wednesday. ??

Security researchers have successfully fooled commercial iris-recognition scans with a computer-generated replica of a human eye, raising questions as to the effectiveness of such biometric systems. Generating the fake iris only takes a few minutes, and does not require the original eye to be present.

Iris scans have for years been considered a secure and fairly straightforward biometric security measure; existing scanners can collect quite a bit of information, building a model of the user's iris and comparing it against future scans. But the process is not without its weaknesses.

Several years of research at West Virginia University and the Universidad Autonoma de Madrid have focused on how such a system might be defeated. The i-PRoBe lab at WVU has been looking into biometrics methods for over a decade, producing not just ideas for new systems but ways to circumvent existing ones. They were producing synthetic irises as early as 2005, though the mathematically generated images were more a proof of concept.

Javier Galbally, at UAM's Biometric Recognition Group, has pursued the practical applications of artificial irises, in particular the application to biometric security. In the research he and the others are presenting this week at the Black Hat security conference in Las Vegas, they explain how they were able to create not just a convincing iris, but one that would return more or less the same result as a given real-life iris. Wired's Threat Level blog first reported on?the presentation.

The researchers began by looking at the data such a security system generates when it looks at an iris ? various measures such as patterns, striations, the size of certain features, all produce a unique "password" that, until this week's presentation, was only able to be replicated?by the eye that produced it.

Once they had that output information, they created an iris image and scanned it through the system, then modified it and looked at whether it produced results that were more or less like the target iris's ? which, again, they have no actual image of, just this metadata. They kept changes that seemed to make their iris more like the target, and threw away changes with a negative effect. After 100 or 200 iterations and less than 10 minutes, the algorithm produces a simulated iris that will reliably scan in as the one that's still safe inside some user's eyeball.

Right now the research assumes that whoever is trying to beat the iris scanner has access to the codes that scanner would generate from a real iris. (In this case, the team used codes made public for research purposes.) In reality, those would hopefully?be carefully protected and encrypted, meaning it would be another security task entirely to get hold of them. But unlike a password, you can't just scrap your eyeball and get a new one.?If a single large user?database was breached, this technique could render thousands, or even millions, of irises insecure in an?instant.

In-place systems, such as those in some airports and other secure facilities, likely have additional security measures, like guards who might notice someone holding up a printout of an eye to an iris scanner. But the mere possibility of falsifying an iris successfully is enough to put the users of such biometric security systems on edge.

Emily Harris emphasizes total wellness, announces new campus rec opportunities

For Emily Harris, director of campus recreation, physical activity and good nutrition aren?t just her job. They?re a vital part of her lifestyle.

Harris, who has Type 1 diabetes, thyroiditis and a chronic kidney disease, said her health struggles contribute to her passion for helping college students achieve wellness.

?My own personal battles with my own health makes me passionate for teaching people how to be healthy,? she said. ?With the chronic diseases that I have ? which most people don?t even know that I have ? I understand how hard it is to balance your health. Some people it?s a choice; some people it?s not. And if you have the choice to prevent it, by all means, prevent that from happening.?

Harris is a 2007 Lipscomb graduate, who competed four years on the university tennis team, before accepting a job opening here in fall 2008.

When Harris began working at Lipscomb, there was only an intramurals program. Harris said during her interview for the position, she presented a comprehensive approach to campus recreation.

?I basically presented a whole model for Lipscomb that would be a comprehensive program that would meet more students? needs than just sport,? she explained. ?There would be this whole component of being active in body, mind and spirit. We still encompass that whole approach of spiritual, physical, mental, emotional training.?

In addition to her campus recreation duties, Harris runs the Lipscomb University Racquet Club with her husband Andrew, who coaches the university men?s and women?s tennis teams. Harris said the two first met while both were competing on Lipscomb?s tennis team during the undergraduate education here.

Harris said her constant goal with campus recreation is to provide an abundance of opportunities for students to be physically active.

?My biggest goal at Lipscomb is having as many opportunities for people to try as many types of things as they want to try to figure out what they like,? she said. ?We?re always developing new programming that might only impact 10 people on this campus, but again, it?s something where they can form relationships and enjoy something.?

In the fall, campus recreation will start ?a personal training crash course,? which will allow eight students each month to work with a personal trainer for free for one month.

?Our goal there is for them to be exposed, to see what personal training is like so later on down the road, say they?re 30 and they want to hire a personal trainer, they have eliminated this hokeyness of ?oh a personal trainer, I can?t hire them, it?s too hard,?? Harris explained.

Harris said the personal training crash course will be ?partner established? so that two students will be able to do the training sessions together. Students who are interested can fill out an application online.

Campus recreation also recently purchased an inflatable four-sided rock climbing wall, which stands 30 feet high and has real harnesses and karabiners, according to Harris. She said since they can?t afford to install a real rock wall, this is just one way to try to accomplish what students want.

?Our goal is, if students really want something, we want to provide that,? she said.

Before starting at Lipscomb, Harris worked as a corporate wellness trainer at D1 Sports Training. Harris said working with people ages 25 to 60 taught her that it?s often too late for preventive health efforts.

?It was almost too late at that point,? she said of people in that demographic. ?People already had hypertension, they already had Type 2 diabetes, they were already battling chronic obesity.?

During her undergraduate work, Harris spent time with elementary, middle and high school students. She said students at that age are too young to truly ?absorb that information, to actually implement it in their life.?

Harris said college students seem to be at the right age for understanding the need for physical activity and good nutrition and are capable of taking action to prevent health complications later in life. Harris said she tries to ?educate and equip? students to prevent chronic diseases and to find balance in life.

?I want people to enjoy life, and you can enjoy life when you?re healthy,? she said.

According to Harris, American culture doesn?t demonstrate how to maintain a balanced lifestyle.

?There?s nothing feeding our culture, specifically media, on how to be healthy, how to eat for optimum health, how to be physically active,? she said. ?The only things we see, as far as being physically active, is the extreme end on TV. You?ve got Biggest Loser and then all you add to that is your Olympic athletes being idolized on TV. So, there?s no balance on, how do you live in moderation?physical activity or nutrition. It?s either McDonald?s or you?re an extreme athlete; there?s no in between.?

Harris said one major lesson she?s learned is that everyone?s experiences have a unique influence on who they are.

?Every individual person has such a unique journey that really shaves the lens on how they perceive the world,? she said. ?For me, in my profession, to truly help someone, I have to understand everything in their childhood up to where they are now and then where they want to be on top of that.?

Harris said her staff often asks, ?What?s really going on here?? when working with students to determine what?s preventing them from achieving personal goals.

?We really have to understand where someone has come from to help them get to where they want to be,? she said. ?It might be that something is holding them back from their past that they don?t even realize is holding them back from reaching a specific goal.?

Harris encourages students to find appropriate balance because she believes it influences their ability to be successful in life.

?Really spend time finding balance in your life,? she said. ?Use the model that if you seek first the kingdom of God and his righteousness, then everything will be added to you. And ?everything? that I believe will be added to you would be physical health, emotional health, mental and spiritual. When those things are balanced, then you can be successful in your career, you can be successful as a boyfriend and girlfriend or husband and wife. God will put you in the right place for your life. When you have that balance in your life, anything is possible.?

If the bank does not accept my offer, the property well sell to someone else. My husband is a Commercial Real Estate Broker and a Realtor, but is not involved in these transactions. If the property sells to a different party other than myself, can I get a referral fee that is customary for Realtor to Realtor (20% of the buying agent?s commission? 30%?) or am I only allowed to get a nominal $300 or maybe a $500 finder?s fee? Tajikistan adopts heavy tactics to quell warlords

DUSHANBE, Tajikistan (AP) ? Officially, at least, Tolib Ayombekov is a low-ranking security officer along Tajikistan's border with Afghanistan. But these days he's better known as a warlord leading a dangerous band of armed men.

Ayombekov, whose forces clashed with government troops this week ? a battle that killed more than 40 ? typifies the shadowy figures that have tormented authorities in Tajikistan, a country whose obscurity and poverty belie its strategic significance.

Battles with groups such as Ayombekov's threaten the stability of a country that is important to U.S.-led military operations in Afghanistan and that is a main transit route for opium destined for Russia and Western Europe. Observers also worry that an eruption of sustained violence in Tajikistan could trigger unrest in neighboring Kyrgyzstan and Uzbekistan, which also are key countries in the Afghan campaign as routes for military supply and withdrawal.

Tajikistan's security woes date back to the 1991 breakup of the Soviet Union, when rival political groups jockeyed for power in violent street conflicts that burst into full-fledged civil war in 1992. More than 60,000 people are estimated to have been killed before an uneasy peace deal was reached in 1997.

Under the U.N.-brokered deal, 30 percent of government posts were to be allocated to members of the United Tajik Opposition, an eclectic alliance that brought together Islamists, nationalists and democrats.

Since then, authoritarian President Emomali Rakhmon's government has diluted the terms of the agreement, pushing UTO members out of state positions and bolstering control over regions. Rakhmon's two decade-long rule has been marked by persistent violations of democratic standards and suppression of political opposition.

Ayombekov, 46, was a rebel leader during the civil war and was later appointed a commander of the border police on a section of Tajikistan's 1,200-kilometer (750-mile) frontier with Afghanistan. But observers say he and his forces exert strong informal influence over his native Gorno-Badakhshan region, where deeply impoverished villages nestle among some of the world's highest mountains.

The warlord culture is extensive in Tajikistan, reflecting how local loyalties trump trust of the government and the desire of impoverished men to find income outside legal means.

Authorities accuse Ayombekov, the suspected ringleader of a tobacco-running operation, of being behind last week's murder of Abdullo Nazarov, a general in Tajikistan's national intelligence service. Although only Ayombekov and three others are being sought for the killing, hundreds of troops have reportedly poured into Khorog, the capital of Gorno-Badakhshan, to hunt them down.

Speaking with The Associated Press by telephone before fighting broke out, Ayombekov said the security operation was aimed purely at rounding up former civil war commanders. He denied having anything to do with Nazarov's death.

Rakhmatillo Zoirov, who leads the opposition National Social Democratic Party, said he did not believe the government account of events that led up to this week's clashes.

"The military operation in Khorog was nothing other than a decision by the authorities to once and for all get rid of Badakhshan's informal leaders ? the former field commanders and fighters in the United Tajik Opposition," Zoirov said.

Eliminating former armed opposition leaders, many of whom are suspected radical Islamists, has emerged as a recurring policy in the government's strategy to take the whole country back.

In 2009, under the guise of a drug eradication drive, the army launched a military operation in the Rasht district, once a UTO stronghold, that culminated in the capture of several foreign fighters and the killing of former opposition commander Mirzo Ziyoyev.

Another influential Rasht-based ex-warlord, Mirzokhodzha Akhmadov, later managed to defy government efforts to capture him and surprised many by brokering a murky deal with the authorities that has guaranteed his continued freedom.

Tajikistan's presence in a dangerous neighborhood makes the prospect of continued unrest an alarming one.

Russian analysts closely follow events in the former Soviet state, which is currently embroiled in tense negotiations over a military base lease with Moscow, and have been predicting a possible downward spiral of instability across Central Asia after the U.S. withdrawal from Afghanistan starting in 2014.

Vladimir Zarikhin, deputy director of the Moscow-based CIS Institute, said it was incumbent on President Rakhmon to gain effective control over Gorno-Badakhshan, which covers around half the country, to avoid a descent into complete collapse.

"He is perfectly entitled to do that, since he understands that if he doesn't take complete control before the withdrawal of troops from Afghanistan, he could lose that half of the country," Zarikhin said.

Instead go for a more moderate approach that you will have no trouble maintaining for the foreseeable future.
  2. Go natural
    Natural and unprocessed foods should be your main staples. Food that comes in packets usually contains lots of additives and is basically unrecognisable as real food (what part of a chicken is a nugget anyway!) and should be avoided most of the time. If the food label reads more like a list of chemicals, leave it on the shelf and seek out more natural foods instead.
  3. Build each and every meal around protein, vegetables, whole grains and healthy fats

    Carbs often get a bum rap as being responsible for weight gain. While it is true, too many carbs can result in fat gain, especially if you are inactive, too few carbs can severely limit your training performance and recovery from your workouts. Rather than eliminate carbs from your diet entirely, I suggest you consume the majority of your carbs in the two hours before and after exercise. The closer you are to your workout, the higher the glycemic index can be so if you really want a plate of white rice, have it right after your training session. Fat, on the other hand, has very little impact on your blood glucose. You don?t need to completely avoid dietary fats and you definitely don?t need to swap them for sugar! Eat natural fats in moderation and you?ll actually be more able to burn fat. It takes fat to burn fat ? crazy but true!
  10. Give yourself a break!
    100% dietary compliance might sound ideal but the reality is it?s unlikely.
