Mr. Kung was disappointed, his colleagues remember.?

Later in the mid-1960s Ratzinger experienced student campus protests firsthand. For a shy scholar whose vision of church was hewn in the clean and well-ordered Alpine villages of Bavaria ? the experience deeply soured him on change as well as the often excessive experiments of Vatican II to open the church up "to the modern world," as the saying went.?

Vatican II was heady days at a time of ferment, but neither Ratzinger nor the church he eventually led, ever made the leap. Faced with a changing world, Benedict opted for a church of greater purity and reliance on past traditions ??even as his tenure will be marked by a priestly child abuse scandal that two years ago was described as the biggest challenge faced by Rome since the Reformation.

Yesterday Vatican officials affirmed the outgoing Benedict will not personally direct the choice of his successor. But the outgoing pontiff has been so instrumental in shaping the policies and personnel of the Roman Catholic church that his presence won?t matter, analysts say.

For 24 years Benedict, as Cardinal Ratzinger, ruled the roost in the Vatican as Pope John Paul II?s enforcer, the powerful head of the Congregation for the Doctrine of the Faith, and he has overseen a tightening, not a loosening, of church doctrine.

Since 2005 he further consolidated power as pope. So the conclave of cardinals and bishops meeting in Rome next month are there precisely due to their loyalty to Benedict?s vision of the Roman church.

The effect of Benedict?s reign as pope in this sense cannot be understated.

To take one example: In recent years under direct Vatican influence one of the largest Benedictine training schools in the US has, against the sentiment of its teaching clergy, been forced to disallow males and females to study in classes together. So the "Benedict effect" is not something found only in books and encyclicals; it has had an effect?"on the ground," as one Benedictine theologian reports, off the record.?

In a church still quite divided on moral issues, sexuality, modernity, the concept of priest, and so on, it is unclear whether the pope?s resignation, itself an unusual break from the past, may lead to other changes.

Benedict oversaw a 2,000-year-old church with an all-male hierarchy that struggled to respond to a child abuse and pedophilia scandal that reached new excesses two years ago on both sides of the Atlantic during the "year of the priest."

The German pope did not create what some hoped would be a ?Benedict generation? with his robust defense of church doctrines and a controversial return to a more traditional liturgy. While?some conservative religious orders have seen some new applicants in the US, the overall numbers remain a far-cry from those before 1960. Instead, church issues among youth seem pressing, at least in the post-modern West that Benedict had hoped to appeal to with a new Catholic moment. If that moment never comes, says?one New York-based Jesuit, ?The church is going to go one way and the rest of us are going to go another.?

The child abuse scandal, which many dissidents in the church say is a result of the policies of all-male clergy and celibacy (the Vatican denies this) did allow, however briefly, space for different voices to be heard, and for issues treated by church fathers as settled for all time, to be raised.

The issues run from sex and gender to spiritual authority inside the church. They track the shrinking of Mass attendance in the West, the sharp downturn of youth desiring to be priests, and the angry reaction of females (again in the US and Britain) who see roles as clergy closed off when in many churches they are the most faithful.

In the midst of the priestly child abuse scandal, the church issued a circular that put women?s ordination into the same category of disciplinary crimes as heresy, pedophilia, and promoting schism.?Benedict was given credit for suggesting that wearing a condom is acceptable in certain odd cases, such as that of a male prostitute. But with many Catholics no longer even following church teaching on condoms, and with the pope visiting Africa and talking about abstinence and no wearing of condoms, many can?t relate.

The pedophile cases also sparked what many Catholics say is a need for a greater spiritual awakening in a church that has placed a great emphasis on institutional authority; they placed a critical focus on old assumptions that male priests, through the act of their ordination, are holier or more spiritually endowed than ordinary members of the laity.

The British newspaper The Guardian pointed out in an editorial that it could not find a single current liberal candidate for pope, and quoted from Carlo Maria Martini, a cardinal, who said before passing last year that, ?The church is tired in Europe and America. Our culture has aged, our churches are large, our religious houses are empty, and the bureaucracy of the church climbs higher, our rituals and our clothes are pompous?[the church] must recognize her mistakes and must follow a path of radical change, starting with the pope and the bishops.?

Elings Park Foundation Clears the Air on Taxpayer Subsidized Tennis

Elings Park believes building and supporting a thriving tennis community in Santa Barbara is worth working for. We are well on our way to tackling the difficult task set before?us.

Elings Park Foundation is a 501(c) 3 Non-profit foundation. Our mission is to create the most amazing park for all to?enjoy.

Four years ago, the City of Santa Barbara came to Elings Park with an offer. They asked us to consider taking over the operation of Las Positas Tennis Courts. The City noted the tennis courts were operating at a significant annual deficit and were identified as needing $1.1M in capital improvements. Money the City did not have then and does not have?today.

The Elings Park Board discussed the offer long and hard. We know that the game of tennis does not make money. At that time, about 150 tennis players played at Las Positas for which they paid $150 a year for unlimited tennis access, which equates to an individual cost of approximately $2.88 per week. Those fees produced $22,500 a year in revenues. That does not maintain much of anything, much less a quality tennis?complex.

Ultimately, the Elings Park Foundation agreed to take on the management and operations of the Las Positas Tennis Courts. We did so because the facility falls within the Park parcel boundary and had been built in 1974 as Phase I of Elings Park, then known as Las Positas Park. More importantly, the promotion of outdoor recreational opportunities is a key part of the Park?s?mission.

The City originally leased 95 acres for $1 a year to the Elings Park Foundation. The City gave us a landfill. In return, we gave the citizens of Santa Barbara a Park. Everything you can see here came from donations? from corporations, foundations and individuals. None of it from taxpayer?dollars.

Consistent with our successful private-public partnership, the City once again proposed to lease the tennis facilities to the Park for $1 per year. The lease negotiations took several months and were ultimately approved by the City Council in?2010.

The Mayor and Council very publicly thanked the Elings Park Board for taking on this substantial?responsibility.

Contrary to what you may have heard, this is not a ?failure of local government.? It is an example of good government, of creative City leaders recognizing and pursuing an opportunity to partner with a non-profit to save public programming while eliminating a substantial taxpayer?liability.

Elings is a non-profit foundation-run park, not a city park. With no capital in the budget, City Parks and Recreation did the only sensible thing in asking Elings to help out here. Elings took a landfill and turned it into a well-run, low-cost beautiful asset for our city. Elings was the ONLY viable option for saving those courts. City Parks and Recreation should be commended and the City Council applauded for doing the right?thing.

The reality is that Elings took on a rundown tennis facility with 39 years of deferred maintenance. In exchange, the Elings Park Board is determined to raise funds, renovate the facility and create dynamic programming to promote the sport of tennis for kids, adults and seniors. In the last three years, Elings Park has begun cleaning up the facility, pruning back the overgrowth and making plans for restoring the?complex.

We are proud of the fact that we have managed to eliminate this burden from the taxpayers. The few thousand dollars previously generated by user fees, when collected, did not cover staff costs or maintenance, or improvements. The tennis facility would eventually have closed due to declining conditions. Elings stepped in, as asked, and assumed the burden of decades of deferred maintenance, to keep alive a beloved sports activity that does not carry its own weight?financially.

No one likes change, especially when change means additional costs. Though a few individuals may be upset because the taxpayers are no longer subsidizing their tennis play at unsustainably low rates, the City as a whole is better served under this new?arrangement.

Elings has already begun undertaking the maintenance and improvements the City could not. The new reality is that fees will now have to be realistic, rather than taxpayer-subsidized, and the maintenance will have to be performed for this to continue as a viable tennis?facility.

While our fees help offset the costs of operating the facility, they clearly do not cover the costs of sustaining the complex. Despite our best efforts to keep fees as low as possible, Elings Park cannot charge the same fees as the City. That ignores financial reality. Elings Park Foundation is not subsidized by taxpayer money, nor do we want to?be.

Elings? fees for unlimited tennis play are $21 a month for seniors and $42 a month for adults. Day passes are $8, the same as the City. Kids are never turned away. In fact, we are working hard to encourage our community?s youth via the Santa Barbara Tennis Patrons to use our facilities. And our efforts are?working.

The reality is that it is the programming that really pays for a tennis facility. Programming means classes, lessons, tournaments and activities for kids, teens, adults and seniors. It requires energy and?vision.

Ultimately, the Elings Park Foundation Board is confident that the Las Positas Tennis Complex will be well run, tennis protocol supported, youth programs promoted and the facility brought back and improved to its original stellar?condition.

We are determined to create a safe and pleasing environment where seniors, kids and adults can all feel comfortable in taking up and playing the great game of tennis. It is a lifelong sport and a metaphor for?life.

Over the last 32 years, Elings and the City have had a durable and long standing public-private partnership in providing recreational opportunities for our citizens. We certainly appreciate our community?s continued support as we move forward to create the most amazing park for all to?enjoy.

Mar. 1, 2013 ? When a crystal is hit by an intense ultrashort light pulse, its atomic structure is set in motion. A team of scientists from the Max Planck Institute of Quantum Optics (MPQ), the Technischen Universit?t M?nchen (TUM), the Fritz-Haber Institute in Berlin (FHI) and the Universit?t Kassel can now observe how the configuration of electrons and atoms in titanium dioxide, a semiconductor, changes under the impact of an ultraviolet laser pulse, confirming that even subtle changes in the electron distribution caused by the excitation can have a considerable impact on the whole crystal structure.

Knowledge regarding the interaction between light and solid matter on an atomic scale is still comparable to a map with many blank spots. A number of phenomena are still waiting to be observed or understood. A new, up to date unknown aspect of the interplay between light and matter has now been examined by a team of scientists at the Max Planck Institute of Quantum Optics (MPQ), the Technischen Universit?t M?nchen (TUM), the Fritz-Haber Institute in Berlin (FHI) and the Universit?t Kassel using intensive ultraviolet laser pulses with only a few femtoseconds duration (one femtosecond is a millionth of a billionth of a second).

The physicists illuminated a titanium dioxide crystal (consisting of titanium and oxygen atoms) with an intense ultraviolet laser pulse of less than five femtoseconds duration. The laser pulse excites the valence electrons in the crystal and generates a small number of hot electrons with a temperature of several thousand Kelvin. Valence electrons are electrons that are only weakly bound to the atoms in a crystal that interact strongly with each other and therefore form the bond between the atoms in a crystal. The continuous interplay between the positions of the atomic cores and the valence electrons determines the material characteristics such as electric conductivity, optical properties or the crystal lattice structure.

Following the first, intense laser pulse, the changes in the reflectivity of the crystal on the femtosecond timescale were observed by a second, weak light pulse. This measurement provides the scientists with information on the changes in the crystal induced by the first laser pulse: the intense ultraviolet laser pulse did not only heat up the valence electrons but also changed the electron distribution within the lattice. The electron density was reduced around the oxygen atoms and increased around the titanium atoms. This redistribution of the electrons causes a shift of the equilibrium position of the oxygen atoms relative to the titanium atoms, which leads to an oscillatory motion of the oxygen atoms around the new equilibrium position. In an intuitive picture the oxygen atoms in the crystal potential surface can be compared to a ball in a bowl. In the ground state, the ball is at rest at the center of the bowl. The excitation of the electrons corresponds to a sudden shift of the bowl, and the ball oscillates around its new minimum position.

In their experiment, the scientists also observed a suprising effect: after the excitation with the laser pulse, the electrons cool down to room temperature within about 20 femtoseconds, while the crystal is only heated slightly on these timescales. The cooling of the electrons led to an additional significant change in the valence electron distribution. In consequence, the equilibrium position of the lattice was shifted even further from the initial position of the ground state. Such a dependence of the crystal structure on the electron temperature has long been predicted theoretically. Now it could be observed experimentally for the first time. The results show that even subtle changes in the electron distribuition can have a significant impact on the equilibrium state of a crystal. The understanding of such phenomena can be helpful in the design of new materials.

Livestock virus found on 1,500 farms

A virus that causes stillbirths and birth defects in lambs and calves has spread to more than 1,500 UK farms, new government figures show.

Cases of Schmallenberg have now been reported in all the counties of England and Wales, and in Northern Ireland.

Scottish farmers are on alert for the disease, which is carried by midges.

Some farms have suffered heavy losses of newborn lambs during the winter lambing season.

The latest figures from the Animal Health and Veterinary Laboratories Agency show the virus has been detected on 1,531 farms, in cattle, sheep, alpacas and goats.

Joanne Pugh of the National Sheep Association told BBC News: "It's incredibly high impact for the flocks that have had it and had massive losses.

"But as an overall picture across the whole sheep flock it's a low impact disease."

"The VMD recognises the impact on individual animals and farmers a disease such as Schmallenberg can have," it said in a statement.

"The VMD will operate timelines for the remaining stages of consideration of the application mindful of this while ensuring, through our rigorous scientific assessment process, that proper care is taken to ensure that any vaccine is safe for the relevant livestock. "

SBV is spread by biting insects, including midges and mosquitoes.

It takes its name from the German town where it was first identified in 2011.

The disease causes fever, reduced milk yields and loss of appetite in adult cattle.

It can also lead to birth defects and stillbirths in newborn sheep, cattle and goats.

The virus can also infect wild animals, including deer, according to scientists.

The Story So Far: What SMBs Can Do (Right Now)

In an effort to show a path through what may be some already difficult territory ? into the next 9?10 months and beyond ? accounting-software experts at Xero put their heads together with Jody Padar, CEO and principle of New Vision CPA Group, and Jason Lawhorn, of Lawhorn CPA Group, Inc.

Together, they?ve broken out helpful tips and notes about the state of affairs for SMBs, right now. Here are some fundamentals, and what owners can do to protect themselves. They?ve categorized their main points as good, bad, and ugly, regarding what?s happened in the fiscal-cliff scenario, so far.

The Good:

? The Alternative Minimum Tax (AMT) relief, and extended Bonus Depreciation and Section 179 deductions. The AMT was created to tax high-wage?earners, corporations, estates and trusts. At its advent,?middle class and solo workers were?exempt?up to earnings of $45,000. But the bill?did not?account for inflation and wages have definitely increased since 1969 when the bill was first introduced.?Had the relief law not been passed, a significant number of middle income taxpayers would have been subject to the Alternative Minimum Tax?which is?substantially higher than the exemption from regular income tax.

? Congress also extended the Bonus Depreciation and Section 179 deductions, which allow SMBs to recover the cost of investing in new infrastructure and property. The deductions will continue to stimulate spending, support SMBs, and encourage economic growth.?At present,?Congress says the approved AMT relief and tax deductions are permanent fixes. Word of caution though, say Padar and Lawhorn, no fix is ever permanent with the tax code.

The Bad:

If your small business is defined as an LLC you will see a 3.8 percent tax on your earned income as part of the Healthcare bill?beginning?this year.?One way to mitigate this is to change your status from an LLC to an S-Corp. Here?s the key to the timeframe: if you change you status before March 15 this will apply for?2013, whereas?if you change after the cut-off date you will?not be eligible until 2014.

The Ugly:

A?misnomer is that the the $450,000 tax increase is on the ?rich? and independently wealthy,?but this is not the case.?S-Corps and LLCs are in the same tax pool as individuals. Additionally, most of the $450,000 earners are small business owners. Your average person is not making this type of salary, suggest Padar and Lawhorn, and the small business?owners that are may be using this as ?flow-through? money ??that is, reinvesting this capital back into their businesses.?However, because of their tax designation (S-Corp, LLC) they still fall into this bracket and their taxes will be increased.

What to Do: 2013 and the Next Steps

The main thing to be aware of is the complexity of the law changes.

For small-business owners,?finances are already complicated. Padar and Lawhorn said that dealing with undecided government regulations can feel like driving in a blizzard. They recommend (of course), that owners secure the services of a qualified accountant. And the idea is to work with that accountant to navigate the new landscape all year long, not just at tax time.
